Administration: Product Exemptions

Note: This feature requires at least one of the following modules licensed at your site:

        Form R Regulatory Reporting

        Tier II Regulatory Reporting

For US-based facilities, a product exemption is a condition that makes a product quantity or activity in your inventory exempt from the EPA's Form R and/or Tier II reporting requirements. Product exemptions can apply to Form R only, Tier II only, or both, and can be assigned at the following levels:

Assigned to a location: This makes all inventory activity at this location automatically excluded from Form R and/or Tier II calculations. For details, see:

Assigning Form R Exemptions to Locations

Assigning Tier II Exemptions to Locations

Example: If a location is used only for laboratory operations, you can assign the "Laboratory Use" exemption to that location to exempt all product quantities there from Tier II reporting.

Assigned to a product: This makes all inventory activity of this product automatically excluded from Form R and/or Tier II calculations. For details, see:

Assigning Form R Exemptions to Products

Assigning Tier II Exemptions to Products

Example: If a product is used only for motor vehicle maintenance, you can assign the "Motor Vehicle Maintenance" Form R exemption to that product to exempt its usages from Form R reporting.

Assigned to a product ingredient: This makes the ingredient's contribution to the product's inventory quantities automatically excluded from Tier II calculations. (This level of exemption assignment does not apply to Form R.) For details, see:

Assigning Tier II Exemptions to Product Ingredients

Note: When you assign exemptions to a product ingredient, this exempts the ingredient in this product only. To exempt one or more ingredients in all products from Tier II reporting, define a list of these exempt ingredients as a "Tier II exemption list." For details, see Administration: Chemical Lists.

By default, your system automatically includes all official Form R and Tier II product exemptions. However, in case of sudden rule changes or other unforeseen circumstances, you can create new exemptions as needed. Exemptions created at Corporate are available for regulatory reporting operations at all sites; exemptions created at a local site are available for operations at that site only.

To view the product exemptions available at your site:

Starting at the Application Administration page (How do I get there?), do the following:

1.      In the menu on the left, under REGULATORY REPORTING, click Product Exemptions.

The administrative Product Exemptions page opens, showing all product exemptions available at your site. Each category's properties are shown in the following columns:

Scope: The origin of the exemption, as indicated by one of the following icons:

Exemption was created at Corporate. It is available for operations at any site, but can be edited or deleted by a Corporate user only.

Exemption was created at your local site. It is available for operations at your site only, and can be edited and deleted by a local site user only.

Name: The official name of the exemption.

2.      Regulation: The US EPA regulation(s) in which the exemption can be used: Form R (FR) and/or Tier II (T2).

Optional: To view the notes attached to each exemption, select the Show Notes check box in the lower right.

A Notes section is added under each exemption. To remove them from the display, clear the Show Notes check box.

If you have permission to manage product exemptions, see the following topics for details:

Creating a Product Exemption: Create a new exemption for inventory activities/quantities to be excluded from Form R and/or Tier II operations.

Editing a Product Exemption: Change one or more properties of any existing exemption that was created at your site.

Deleting a Product Exemption: Permanently remove an obsolete or otherwise unwanted exemption that was created at your site.
